{"id":9319,"date":"2020-07-12T10:19:07","date_gmt":"2020-07-12T14:19:07","guid":{"rendered":"https:\/\/savethebalafalls.com\/?p=9319"},"modified":"2020-07-13T21:42:49","modified_gmt":"2020-07-14T01:42:49","slug":"proponents-big-lie-12-run-of-river-operation","status":"publish","type":"post","link":"https:\/\/savethebalafalls.com\/?p=9319","title":{"rendered":"Proponent\u2019s big lie #12: run-of-river operation \u2013 NOT"},"content":{"rendered":"<p>The proponent continues to claim they will operate their hydro-electric generating station as &#8220;run-of-river&#8221; \u2013 that is, it would simply pass the water that would have flowed down the Bala falls.<\/p>\n<p>This is a lie, as confirmed by <a href=\"https:\/\/savethebalafalls.com\/wp-content\/uploads\/2011\/03\/bala-falls-decision-letter-mar-25.pdf#page=4\" target=\"_blank\" rel=\"noopener noreferrer\">this document<\/a> which:<\/p>\n<ol>\n<li>Is an agreement the proponent signed with Ontario Power Generation which in point 3. <strong>requires<\/strong> that when there is less than 26 m\u00b3\/s of flow (which <a href=\"https:\/\/savethebalafalls.com\/?p=4103\" target=\"_blank\" rel=\"noopener noreferrer\">as shown here<\/a> would happen on <strong>more than a third<\/strong>\u00a0of summer days), the Bala generating station <strong>must<\/strong> be operated in cycling mode.\n<ul>\n<li>This means that the proponent would stop flow all night and morning allowing the water level of Lake Muskoka to rise and then <strong>begin operation without warning starting at about 11:00 am<\/strong> \u2013 when they are paid 50% more for the electricity produced and <strong>when people would most likely be in the water nearby<\/strong>.<br \/>\n\u00a0<\/li>\n<\/ul>\n<\/li>\n<li>The proponent <strong>must<\/strong> comply with as <strong>required<\/strong> by the environment approval provided by the Ministry of the Environment, Conservation and Parks.<\/li>\n<\/ol>\n<p>So on more than a third of summer days, the proponent would start operation \u2013 without warning \u2013 of their <a href=\"https:\/\/savethebalafalls.com\/?p=8659\" target=\"_blank\" rel=\"noopener noreferrer\">dangerous generating station<\/a> just when people would be in the water near-by. The proponent&#8217;s denial and lying about the dangers they have created by their <a href=\"https:\/\/savethebalafalls.com\/?p=6852\" target=\"_blank\" rel=\"noopener noreferrer\">unprecedented construction<\/a> of a hydro-electric generating station in the middle of an extremely-popular in-water recreational area shows a flagrant lack of concern for public safety.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The proponent continues to claim they will operate their hydro-electric generating station as &#8220;run-of-river&#8221; \u2013 that is, it would simply pass the water that would have flowed down the Bala falls.
